A similar bill, H.R. 91, has been intro- <br />duced in the House by Rep. Charles Bennett (D-Calif.). <br /> <br />Jackson has the backing of President Nixon in his concentration on spurring <br />state initiatives. His chief critic in the Senate, Edmund Muskie (D-Me.), has <br />called for more specific and forceful Federal requirements for land use planning. <br /> <br />Meanwhile, Maryland, Michigan, New Jersey, Rhode Island, Virginia and other <br />states are moving rapidly toward statewide land use controls accenting critical <br />areas and major development.
