<br /> <br />6 <br /> <br />. <br /> <br />Expected management of the tailwater and downstream fishery would <br />provide 4,000 man-days of additional fishing in the South Platte <br />River for a benefit of $12,000 annually. In addition, upgrading <br />in value of 5,000 man-days of stream fishing would provide benefits <br />of $7,500 for a total stream fishery benefit of $19,500 annually <br />attributed to the hatchery. It is estimated that there would be <br />30,000 visitor-days annually at the hatchery unit for a benefit of <br />$15,000. Total benefits attributed to the hatchery unit would be <br />$259,500 annually. <br /> <br />To realize the full potential of the fishery associated with the <br />Narrows Unit, additional recommendations should be added to those <br />presented in our 1966 report. I t is recommended that: <br /> <br />7. A fish hatchery and rearing unit as described in this <br />report be constructed as integral parts of the proj- <br />ect at a cost of $815,000 to be cost-shared equally <br />by the Federal Government and the Colorado Division of <br />Game, Fish and Parks in accordance with provisions of <br />the F~deral Water Project Recreation Act (79 Stat. 213). <br /> <br />8. About 120 acres of project lands below Narrows Dam be <br />made avai lable to the Colorado Divis ion of Game, Fish <br />and Parks for administration of the hatchery and rear- <br />i ng un it in accordance with a Genera 1 P I an as p rovi ded <br />in Section 3 of the Fish and Wildlife Coordination Act <br />(48 Stat. 401, as amended; 16 U.S.C. 661 et seq.). <br /> <br />Reevaluation, of Project Benefits and Costs <br /> <br />The following discussion pertains to the updating and revIsing of <br />the costs and benefits presented in the synoptic portion of our <br />August 1966 report associated with Narrows Reservoir, Jackson Lake, <br />the South Platte River fishery downstream from Narrows Dam, and <br />the proposed: State Wildlife Management Area. <br /> <br />Narrows Reservoir has been reevaluated in light of the proposed fish <br />hatchery and the nature of the fishing anticipated. Total fishing <br />pressure on Narrows Reservoir is expected to be 160,000 man-days <br />annually, 60,000 of which would result from the hatchery. The re- <br />vised benefit for the Narrows Reservoir fishery is estimated at <br />$240,000 annually of which $90,000 would be attributed to the hatchery <br />unit. <br /> <br />
