<br />OG[j~gS <br /> <br />The absence in the proposed plan of analysis of the <br />suitahility of segments of the Yampa River (contained in <br />the national inventory list) for inclusion in the National <br />Wild and Scenic River system was also protested. The <br />protesting party suggested a supplement to the proposed <br />RMP/FEIS or a new draft be issued. The BLM will, <br />however, schedule the necessary study and analysis when <br />funds are available. Funding has been requested in the 1990- <br />91 hudget documents. <br /> <br />A Revised Proposed RMP was prepared to clarify the <br />management descriptions. No decisions were changed in <br />the Revised Proposed RMP. The revised RMP received two <br />protests. One protest was received from the Northwest <br />Colorado Ranchers' Association and one protest was <br />received from the Colorado River Water Conservation <br />District. No new issues were raised by the protestors. These <br />protests have also been resolved hy the BLM Director. <br /> <br />The Little Snake RMP provides an optimum multiple- <br />use mix by halancing conflicts and providing for a variety <br />of uses. It provides the necessary constraints for protecting <br />renewable resources from irreversible decline, while <br />accommodating production of minerals, livestock grazing, <br />off-road vehicles, recreation, and other uses. <br /> <br />MITIGATION <br /> <br />The resource management plan has been designed to a void <br />or minimize environmental harm where practicable. Specific <br />mitigation measures are described in Chapter Two of the <br />approved resource management plan. <br /> <br />MONITORING <br /> <br />A monitoring program has been developed for the plan <br />which includes monitoring and evaluation standards for <br />implementing the plan and determining whether mitigation <br /> <br />A/Jfd .!).~ /1~ <br />f -' <br />Date <br /> <br />Little Snake Resource Management Plan <br /> <br />measures are satisfactory. The monitoring program is <br />described in Chapter Two of the approved resource <br />management plan. <br /> <br />PUBLIC INVOLVEMENT <br /> <br />Public opinion was sought throughout the planning and <br />decision-making process. Public participation in the process <br />is summarized in Chapter Three of the approved resource <br />management plan. <br /> <br />CONSISTENCY <br /> <br />This plan is consistent with the plans, programs, and <br />policies of other federal agencies and state and local <br />governments with the exception of one possible inconsistency <br />identified in Chapter Three of the approved resource <br />management plan. <br /> <br />PUBLIC A V AILABILlTY OF THIS <br />DOCUMENT <br /> <br />Additional copies of the approved Little Snake Resource <br />Management Plan are available on request at the Little Snake <br />Resource Area, BLM, 1280 Industrial A venue, Craig, <br />Colorado 81625, Phone (303) 824-4441.
