<br />iJ jJ 5..;4 <br /> <br />2. Management plans will be written for each designated <br />site. Each site will also be monitored. <br /> <br />3. Remnant plant associations will be protected through <br />avoidance stipulations in Ace in the Hole, Hells Canyon, <br />G Gap, Vennillion Creek, Vermillion Bluffs, and Hor.;e <br />Draw. (An example of an avoidance stipulation can <br />be found under Threatened/Endangered, Candidate, <br />and Sensitive Plants.) <br /> <br />4. Memorandums of under.;tanding or agreement will be <br />developed with the Colorado Natural Areas Program, <br />the Nature Conservancy, and other interested agencies <br />or groups to provide recommendations on protecting, <br />managing, and studying the unique resource values <br />found in the designated areas and elsewhere in the <br />resource area. BLM would retain sole management <br />responsibility. <br /> <br />Resource Condition and Rationale <br /> <br />All four ACECs meetlbe required identification criteria <br />of relevance and importance pur.;uant to 43 CFR 1610.7- <br />2(a) and BLM Manual Section 16l7.81(C). All of these <br />areas contain important ecological values (sensitive plants) <br />which require special management to ensure their protection. <br /> <br />Implementation Priorities <br /> <br />The four ACEC designations became effective upon <br />approval of this plan. ACEC activity plans will be prepared <br />to more specifically guide protection and management of <br />important resources located at each of the designated sites. <br />Priority for activity plan preparation is: <br /> <br />I. Limestone Ridge ACEC/RNA <br />2. Cross Mountain Canyon ACEC <br />3. Irish Canyon ACEC <br />4. Lookout Mountain ACEC <br /> <br />All project proposals and land-use applications will be <br />analyzed to ensure they do not conflict with the ACECs. <br />Resource use limitations for the sites will be strictly adhered <br />to, as will the detailed management prescriptions upon <br />completion of specific ACEC activity plans. <br /> <br />Monitoring <br /> <br />Ongoing monitoring will continue to ensure maintenance <br />of the important plant values contained within ACECs. <br />Additional monitoring may be necessary according to <br />specific activity plans. Data obtained from monitoring studies <br />will be used to verify the effectiveness of I) resource use <br />limitations identified in this RMP, 2) any additional <br />management measures developed as a result of activity <br /> <br />RESOURCE MANAGEMENT DECISIONS <br /> <br />planning, and 3) to develop future management <br />recommendations. <br /> <br />Support <br /> <br />Support will be required from resource specialists to <br />prepare and review activity plans. <br /> <br />Recreation Management <br /> <br />Objectives <br /> <br />. Protect and maintain a diver.;ity of outdoor recreation <br />opportunities, activities, and experiences. <br /> <br />. Provide high quality visitor services, including interpretive <br />information. <br /> <br />. Maintain established recreation opportunity spectrum <br />classes upon implementation of all planned manage- <br />ment actions. <br /> <br />. Ensure maintenance and minimize degradation of existing <br />visual resource management classes. <br /> <br />Planned Actions <br /> <br />I. The Little Yampa/Juniper Canyon area (19,840 acres) <br />will be administered as a special recreation management <br />area to provide unrestricted flatwater river floatboating <br />in the region. The area is divided into upper (4,480 <br />acres) and lower (15,360 acres) units. Periodic use <br />supervision will be provided. Access will be negotiated <br />for parking areas at put-in and take-<lut points. Other <br />facilities will be constructed as needed for public <br />sanitation and safety. A map/brochure will be <br />developed to promote visitor health and safety, provide <br />resource protection, and infonn the public of available <br />opportunities. Limited signs will be provided for <br />information, direction, and interpretation. A Little <br />Y ampa/ Juniper Canyon Recreation Area Management <br />Plan will be developed. <br /> <br />2. The remainder of the resource area will receive limited <br />management as an Extensive Recreation Management <br />Area where recreation use is dispersed and requires <br />only minimal management. BLM will provide basic <br />infonnation on public safety and recreation opportun- <br />ities within the resource area, and provide access and <br />minimal facilities as demand warrants. <br /> <br />3. BLM lands within Cedar Mountain (880 acres) will <br />be managed as part of the Extensive Recreation <br />Management Area for environmental education, hiking, <br />and viewing. Trails and signs will be provided for <br /> <br />25 <br />
