II

I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I

Mr. Bowman
Page 2

We believe that the first two phases will provide a solid foundation for
detailed design and project implementation in the second half of the project.
Furthermore. we believe that by working deliberately and patiently within the
community development framework. support and commitment to the Neegronda
vision will grow among the various entities which can either facilitate or
constrain project implementation.

Phase I can be accomplished in two months. The CCDD and University of
Colorado will contribute $7.465. or 53% of the total. Phase I cost of $14.145.
The contribution requested from the community is $6.680 or 47% of the total
Phase I cost.

Phase II can be accomplished in the subsequent twelve months, a period of time
we judge as necessary and sufficient for the community to identify and resolve
the many concerns anticipated from the interests involved. The CCDD and
University of Colorado will contribute $49,138.or 52% of the total Phase II
cost of $94.616. The contribution requested from the community is $45,478 or
48% of the total Phase II cost.

We strongly recommend initiating Phase I in June. 1985. Phase II should begin
immediately in Fall. The schedule recommended will take maximum advantage of
staff. faculty, and student resources who are excited about the project and
presently available to commit to it during the next year. Because of the
number of logistical considerations inherent in this type of project, we are
asking the community to commit to Phase I and II. We can begin work as soon
as Phase I funding is obtained, and Phase II fundraising initiated.

If you have any questions please do not hesitate telephoning me at 556-2816.
Perhaps we can arrange a conference call early next week including Bill Leon
and Mike Smith. In addition, Bill, Mike. and I will be happy to meet with you
at your earliest convenience.

Sincerely,

l\pQ=v--0~",
~ge ~ber
Program Director
