Authority <br /> <br />The authority for the public land management and development activities <br /> <br />of the Bur<:lau of Land Management are contained in a series of laws: including <br /> <br />. the Taylor Grazing Act ()f June 28, 1934 (48 Stat. 1269), ,as amended; the Soil <br /> <br />Conservation and Domestic Act of April 27, 1935 (49 Stat. 163), as amended by <br /> <br />Reorganization Plan Number IV (54 Stat. 1234), effective June 30, 1940; and <br /> <br />the Halogeton Glomeratus Control Act of July 14, 1952 (66 Stat. 597). In addi- <br /> <br />tion, the Bureau cooperates with the Soil Conservation,Service of the Depart- <br /> <br />ment of Agriculture in carrying out the provisions of the Watershed Protection <br /> <br />and Flood Prevention Act of August 4, 1954 (68 Stat. 666), insofar as it <br /> <br />pertains to lands under the jurisdiction of the Bureau. <br /> <br />B. Scope <br /> <br />This report is the Bureau of Land Management's portion o'f the appendix of , <br /> <br />the Pacific Southwest Water and Related Land Resources Plan and covers all <br /> <br />. <br /> <br />aspects of the Bureau's work in the area. It is based on the limited and widely <br /> <br />dispersed data presently available both within and out side the Bureau. Prepa- <br /> <br />ration of the report has sharply indicated the need for more detailed and better <br /> <br />integrated planning of the Bureau's various program s. In a large part, the <br /> <br />limitations of the report are due to failure to provide adequate staff and financing <br /> <br />for planning. Additional attention to-and more adequate financing of planning <br /> <br />would have made possible a more detailed and comprehensive report. <br /> <br />
