<br />9 <br /> <br /> <br />OJ2347 <br /> <br />. <br /> <br />purposes of Federally-constructed reserv9~rs makes it necessary <br />to make thorough appraisals of the extent to which reservoirs can <br /> <br />help to meet the need for water-oriented recreation, monetary <br /> <br />measurement of the benefits derived from meeting such needs, and <br /> <br />the extent of justifiable Federal investment in recreation as a <br /> <br />project purpose. These aspects of the project reservoirs, and <br /> <br />the re~ationship between Federal and other responsibilities <br /> <br />for paying the costs of recreation, re~uire thorough review in <br /> <br />the light of Senate Document 97 of the 87th Congress and the <br />inter-Departmental policies being developed to implement that <br />document. <br />3. The Secretary of the Interior should be authorized to take <br />all appropriate steps to minimize damage to scenic ~ualities of <br />reservoir areas. <br />4. An analysis is needed of the recreation potentials of the <br />Bridge Canyon and Marble Canyon projects to determine whether <br />they are of national or less than national significance, so that <br /> <br />responsibility for the administration of the recreation features <br /> <br />can be assumed at the appropriate level of government. At the other <br /> <br />reservoirs, the recreation use is expected to consist primarily of <br /> <br />day use and other short-term visits from the near-by vicinity. <br /> <br />Administration of the recreation aspects of these reservoirs <br /> <br />should be the responsibility of suitable State or local agencies. <br /> <br />. <br />
