<br />3 <br /> <br /> <br />002341 <br /> <br />. <br /> <br />plana for administration of the recreation features of the pro- <br /> <br />posed projects. <br />The emphasis would be on providing facilities with high <br />carrying capacity for day use and other short-term visits. The <br />expected visitor use has been estimated on the basis of full <br />utilization of the recreation potentials, rather than in terms <br />of population projections only. However, the validity of the <br />current population projections should be restudied, in view of <br />the wide range of projections for Arizona. These vary from a <br />low of less than 3 million to a high of 8 million for the year <br />2000. The projected population for Arizona, used by the Out- <br />door Recreation Resources Review Commission in its study of <br /> <br />America's recreation resources and needs, is 2,144,000 for <br /> <br />the year 1976 and 3,859,000 for the year 2000. <br />Upstream Recreation Demands <br />A minimum amount of basic recreation facilities would be <br />required to take care of v~sitors to the proposed Bridge Canyon <br />and Marble Canyon reservoirs. Studies are needed to determine <br />what minimum facilities are essential and what they would cost. <br />A reasonable estimate of the monetary benefit of providing <br />essential facilities to accommodate the visitors is that they <br />are equal to the cost of providing them. <br />However, water-oriented recreation cannot be considered one of <br />the primary purposes for constructing the Bridge Canyon and Marble <br />Canyon dams because less costly alternatives for expanding recreation <br /> <br />. <br />
