o

~.'"

~ This estimated expenditure of $ 565,000,000, it based on present day
...... costs, would be substantially increased. The total expenditure tor these projehts
contemplated by the Bureau for irrigation, power and other purposes is
$ 784,000,000.

IN OTHER WORDS, APPARENTLY ONLY $ 219,000,000 IS TO BE
ALLOCATED TO IRRIGATION" AND OTHER PURPOSES, COMPARED TO
$ 565,000,000 FOR POWER FACILITIES. .

In contrast with the above, private utilities in Colorado, serving approx-
imately 252,000 electric customers, or 75% of the total customers in Colorado,
have a total investment ot $ 94,000,000 which not only includes power plants and
transmission, but likewise their entire distribution systems and general facilities
necessary in the rendition of service. As of December".31, 1947, they had 256,000
.Kw ot generating capacity and 1,478 miles of transmlss.ion, cont.rasted w~th
1,507; 600 Kw of additional generating capacity and 3,986 miles of additional
transfu.ission lines proposed by the Bureau.

This comparison gives ~ome concept of the magnitude of the Bureau's
power plan and the amount of public funds involved, The above reters only to
Colorado. Similar plans have been prepared by the Bureau of Reclamation
covering every western state where Reclamation is involved.

THIS LEADS TO THE CONCLUSION THAT THE REAL PURPOSE FOR
WHICH THE BUREAU OF RECLAMATION WAS CREATED IS PASSING INTO A
SECONDARY POSITION, AND RECLAMATION" IS TO BE USED AS A MEANS TO
ACHIEVE GOVERNMEN"TAL DOMINATION" BY OWNERSHIP OF THE HEART
OF TETE POWER INDUSTRY IN THE WESTERN" STATES, THIS POLICY IS JUST
A STEP REMOVED FROM THE NA TIONALIZA TION OF THE INDUSTRY IN
THIS AREA.

----------00000----------

WASTE OF PUBLIC MONEY ON
DUPLICATE TRANSMISSION
FACILITIES IS OF IMMEDIATE
CONCERN

Of immediate concern are the
proposed steps ot the Bureau of Recla-
mation in the furtherance ot the fore-
going .state-wide power program,

~
~
.
.

Attention is Called to the basic map on Page 6,. showing the eXisting
transmission lines in the territory immediately adjacent to the Colorado-Big
Thompson Project. The dotted lines on this map indicate the transmission lines

J
~
.

o
~

.
.
~

- 5 -

.
