~

IV. Conclusion. The Program is a precedent setting
comprehensive effort to recover endangered species which rely
on a scarce resource of great value to many interests. As
acknowledged in the Program, these competing interests have
agreed to cooperate in resolving a broad set of difficult,
complex, and sensitive issues. Cooperation and commitment by
the state and federal agencies, water interests and
environmental groups are the keys to the success of this
effort. Currently, that cooperation and commitment exist and
are responsible for a foundation that should promote
substantial progress in protecting instream flows for the
endangered fishes.

Prepared by:

Margot Zallen, an attorney in
the Regional solicitors Office,
Denver, Colorado

Any opinions expressed in this paper are the personal views of
the author and do not necessarily represent those of the
Secretary or the Department of the Interior

10
