<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />002196 <br /> <br />including potential managing entities such as cities, counties, <br /> <br />or districts. <br /> <br />If a large,.pretentious and expensive plan is presented to <br /> <br /> <br />a local body without its prior participation, it is highly un- <br /> <br /> <br />likely it will care to participate in cost-sharing or adminis- <br /> <br /> <br />tration of the recreation. <br /> <br />Local entities must participate at the very start of the <br /> <br />planning if the project is to fit into State and local planning. <br />The recreation plan should provide for phase construction <br /> <br />and encourage local entities to participate on a level commen- <br /> <br />surate with their capabilities. <br />Operation, Maintenance. and Replacement <br /> <br />Operation and maintenance of recreation facilities at <br /> <br />Federally constructed reservoirs is the responsibility of the <br /> <br /> <br />managing agency. Under the provisions of P. L. 89-72 the partici- <br /> <br /> <br />pating non-Federal agency must pay all the operation, maintenance, <br /> <br /> <br />and replacement costs required to maintain the recreation facil- <br /> <br />ities. <br />Improper design results in disproportionately high operation, <br /> <br />maintenance and replacement costs. Usually a basic facility can <br /> <br />provide adequate comfort and convenience to the visitor while <br /> <br />requiring considerably less maintenance. <br /> <br />4 <br /> <br />
