SCS also provides tech- <br /> <br />nical help on use of soil and water resources for outdoor recre- <br /> <br />ation on non-Federal lands owned or operated by nonprofit <br /> <br />organizations and other community groups. <br /> <br />The State and Local Governments <br /> <br />These serve as one of the principal suppliers of <br /> <br />recreation areas and facilities in the State and, as a coordinator <br /> <br />of recreation planning so that voids or duplications of services <br /> <br />offered by the various Federal, State, and local agencies do not <br /> <br />occur. They: <br /> <br />a. Develop coordinated recreation plans and pro- <br /> <br />grams in cooperation with corresponding State, regional, and <br /> <br />Federal agencies. <br /> <br />b. Establish and maintain a current inventory <br /> <br />of existing and potential recreation resources. <br /> <br />c. Give expanded attention to regional park <br /> <br />facilities and open space needs. <br /> <br />d. Provide adequate financing. <br /> <br />e. Acquire in fee or easement rights for future <br /> <br />development of land and water-based recreation facilities near <br /> <br />population centers. <br />f.
