<br />MEMORANDUM OF AGREEMENT <br />BETWEEN MISSOURI RIVER BASIN COMMISSION AND THE <br />U.S. WATER RESOURCES COUNCIL <br /> <br />Section I. Purpose and Authority <br /> <br />The purpose of this Memorandum of Agreement (MOA) between the U.S. Water <br />Resources Council (WRC) and the Missouri River Basin Commission (MRBC) is <br />to obtain the services and participation of the Missouri River Basin <br />Commission in the Water Resources Council's preparation of the 1975 <br />Assessment of the Nation's Water and Related land Resources pursuant to <br />Section 102(a) of the Water Resources Planning Act (42 USC 1962 a-l (a)). <br /> <br />The specific authority for this MOA is Section 401 (c) of the Water Resources <br />Planning Act, as amended, (42 USC 1962 d (c)). <br /> <br />Section II. Basic Agreement <br /> <br />The Missouri River Basin Commission, as Regional Sponsor for the 1975 <br />Assessment agrees to perform the activities and deliver the products listed <br />in the attached Schedule A according to the time schedule and completion <br />dates contained therein provided that WRC funds are made available on a <br />timely basis. <br /> <br />In return for the performance of these activities, the WRC agrees to pay <br />the Missouri River Basin Commission for the costs incurred in performing <br />the above work, including but not limited to travel, overhead expenses, etc., <br />a total of $196,000. <br /> <br />Section III. General Provisions <br /> <br />A. The payments specified in Section II above will be paid by quarterly <br />installment in advance against vouchers submitted by the Missouri River Basin <br />Commission certifying that designated portions of the work will be completed <br />within the quarter, and upon acceptance of such certification by the WRC. <br /> <br />B. Assistant Director (Planning), U.S. Water Resources Council, 2120 l Street, <br />N.W., Washington, D.C. 20037, is designated as Project Officer for this MOA. <br /> <br />He will represent the WRC in the technical phases of the work to be performed. <br /> <br />C. The Missouri River Basin Commission agrees that the Comptroller General <br />of the United States or his duly authorized representative, until the <br />expiration of three years after final payment under this MOA, shall have <br />access to and the right to examine any records, books, etc., relating to <br />the expenditure of funds under this MOA, and that such records, books, etc., <br />shall be kept reasonably available for this purpose. <br /> <br />1485 <br /> <br />MOA- 1 <br />
