Problem Issues -- These are the categories of water and related land <br />problems. which along l'lith functional uses, vlill be used to characterize <br />a problem. They are identified in Figure 3 (ordinate). <br /> <br />2. Functional Use -- These are th~ categories of water and related land <br />uses including preservation uses, which along with problem issues, will <br />be used to characterize problems. They are identified in Figure 3 (abscissa). <br /> <br />3. Problem -- A problem is defined as an anticipated failure to meet <br />requirements for \'iater or related land resources for a single 01" a group <br />of functional uses within a given geographical area -- a prOblem area. <br />A problem is characterized by the intersection of a prOblem issue (e.g. <br />water supply) and a functional use (e.g. crops) -- See Figure 3 - <br />described as one of three degrees of severity (high, medium, or 10\'1). <br /> <br />4. Aggregated Subarea -- An aggregated subarea (ASA) is a multi-county <br />geograpilic delineation as defined by HRC in the GSERS projections. <br /> <br />5. Problem Area -- A Problem Area is the geographic extent of a problem. <br /> <br />6. level B Study Area -- A Level B study al"ea is a unit of geogra~hy in <br />which a Level B planning study is being proposed for study. Geographically, <br />it is comprised of one or more prOblem areas plus any intervening <br />geography bet\'ieen Problem Areas if the problem areas are not contiguous. <br /> <br />7. level C Studv Area -- A level C study area is a unit of geography in <br />which a Level C planning study is being proposed for the purpose of <br />authorization or development. <br /> <br />8. <br /> <br />Special Study Area -- A special study area is a unit of geography in <br />which a special planning study is being proposed to investigate the means <br />to resolve a special type of prOblem (not comprehensive). <br /> <br />9. <br /> <br />Implementation Program Area -- An implementation program area is the <br />geography in which a program is being proposed for implementation. It <br />includes projects and programs that need n:J further study to be implemented. <br /> <br />Analytical Area -- An analytical area is a unit of geography which aoorox- <br />,iT:1ates either a problem area, 3tudy area, or oro9ram area for analytical <br />purposes as supplies are being estimated, requirements are beinq projected, <br />and effects information is beinq developed. Economic information is <br />normally available on boundaries coinciding with groups of counties. <br /> <br />10. <br /> <br />Water supply data is normally on a hydrologic basin/subbasin basis. <br />Environmental data may be on some other basis. Therefore the boundaries. <br />of the analytical areas change depending upon the type of information <br />being developed. <br />
