Individual <br /> <br /> <br />accounts within the flood control pool (between 1974 acre- <br /> <br /> <br />feet and 4194 acre-feet) are empty at the beginning of the <br /> <br /> <br />first year on January 1. <br /> <br /> <br />Although the state does not have an account in the perma- <br /> <br /> <br />nent pool or flood control pool, it will be allowed to <br /> <br /> <br />store water up to the maximum of 2625 acre-feet, but only <br /> <br /> <br />if unoccupied space is available either in the permanent or <br /> <br /> <br />flood control pools. The state's water will be spilled <br /> <br />2-20 <br />
