As in Scenario A the reservoir was filled to capacity, <br /> <br /> <br />Elevation 5574, in three years (1949, 1952 and 1957) and had a <br /> <br /> <br />minimum level between Elevation 5557 and Elevation 5558 in three <br /> <br /> <br />years (1955, 1956 and 1957). During those three years the reser- <br /> <br /> <br />voir water levels were into the permanent pool a total of seven <br /> <br /> <br />months. The total water surface fluctuation was 17 feet. <br /> <br /> <br />Of the eight agencies involved with this scenario, four <br /> <br /> <br />agencies satisfied their commitment throughout the exercise <br /> <br /> <br />period. Of the other four, two (state and Lakewood) had <br /> <br /> <br />insufficient space for carryover, which resulted in shortages <br /> <br /> <br />later on, and the other two (Mt. Carbon and Englewood) had <br /> <br /> <br />insufficient inflow to meet evaporation ahd release requirements. <br /> <br /> <br />Five of the seven agencies with reserved space used 90 <br /> <br /> <br />percent or more of their space for five or more years. <br /> <br />2.1.6 scenario C (Without Bookover) criteria and Assumptions <br /> <br /> <br />1. The objective of the operating plan is to keep the reservoir <br /> <br /> <br />contents between 1974 acre-feet (Elevation 5558) and 4599 <br /> <br /> <br />acre-feet (Elevation 5576.20). <br /> <br /> <br />2. The permanent pool (1974 acre-feet) is full and individual <br /> <br /> <br />accounts in the flood control pool are empty at the begin- <br /> <br /> <br />ning of the first year on January 1. <br /> <br /> <br />3.
