o

~ area residents to consider other water supply options. Thus, the depressions,
~ cal1ed playa lakes in this paper, are a potential water supply that needs to be
00 explored.
'-Jl

.

The major problem with development of playa water as a supplemental supply is
that no one knows exactly how many playas exist and, much less, the dependabi-
lity of this potential water supply. Procedures and techniques to determine
water availability need to be developed.

Objectives of Investigation

The main objectives of the investigation will be to:

a. Determine the quantity and dependability of playa lake water resources.

b. Study present use and evaluate alternative plans for use of playa water
resources.

c. Identify constraints related to development of playa lake water
resources.

d. Present findings and make recommendations.

Fiscal Year 1982

The investigation will be completed this year. Evaluation of data will be com-
pleted early this year. Some data evaluation will have been done during moni-
toring. If the results of studies are positive, indicating that playa water is
a reliable water supply, then development schemes will be analyzed. Associated
constraints and economic and environmental impacts will be identified. The
report and recommendations will be completed this fiscal year and presented at
public meetings and to interested organizations.

HIPLEX - PRECIPITATON ENHANCEMENT
AS A SOURCE OF WATER
(104th meeting, l6 October 1979)

Dr. Bernard A. Silverman, Acting Chief, Office of Atmospheric Resources Manage-
ment discussed aIPLEX (High Plains Cooperative Program). This is a comprehen-
sive program in applied precipitation management research conducted by the
Office of Atmospheric Resources Management of the Division of Research at
Reclamation's Engineering and Research Center in Denver. Dr. Silverman commen-
ted that precipitation is a renewable natural atmospheric resource that is a
fundamental part of the hydrological cycle. It is a significant component of
our water resources system. aIPLEX is based on the scientific perception that
precipitation could be managed, like stored water resources, to serve the needs
of the region.

The purpose of the reseach is not merely to pursue the valid goal of increasing
human knowledge of the processes of our atmosphere. A primary objective of
HIPLEX is to increase our physical understanding of natural cloud and precipita-
tion processes, and the alterations in cloud structure and resultant

9
