<br />-:) <br /> <br />.... <br />CJ1 <br />00 <br />tv <br /> <br />COMPREHENSIVE PLANNING COMMITTEE <br /> <br />Having recommended and obtained AWRBIAC's ratification of the Memorandum of <br />Agreement between the Southwestern Division of the Corps of Engineers and the <br />Water Resource Council for the purpose of developing a planning process for a <br />regional study of the AWR region, the Comprehensive Planning Committee (CPC) <br />has been primarly occupied with the review and analysis of the Corps study. <br /> <br />Receiving reports from Tom Kincheloe of the Corps, Study Manager, the CPC has <br />kept itself informed regarding study approach and findings. A discussion of <br />the study process was presented by Tom Kincheloe at the 105th meeting and is <br />included in the minutes of that meeting. The CPC has also reviewed budget <br />proposals for the study and made recommendations to the Main Committee of a <br />combined regional planning and Level B program of $475,000 a year as outlined in <br />two budget proposals. These proposals were amended to read that alternative <br />institutional arrangements may be recommended as a result of the planning <br />process, study legislation, or future decisions by AWRBIAC even though the <br />existng AWRBLAC-Corps arrangement was named in the proposals. As amended, the <br />proposals were approved by the Main Committee. <br /> <br />CPC further proposed and received approval on revisions to the existing Memoran- <br />dum of Agreement in order to obtain additional funds to carry on the prestudy <br />activities in FY 81 if AWRBLAC wished to continue with it. <br /> <br />It was announced by the CPC that a final report would not be completed in FY 80 <br />but that the draft of thse Planning Process Study would be reviewed by the com- <br />mittee and assessed through individual written reports to be submitted to Tom <br />Kincheloe by October 17. Mr. Kincheloe would then combine the comments empha- <br />sizing regional problems and return them to CPC members for review in prepara- <br />tion of a December meeting where recommendations would be formulated and a final <br />draft prepared. The final draft would then be mailed to Main Committee members <br />for review as well as to the WRC. <br /> <br />AD HOC COMMITTEES <br /> <br />STATE AND FEDERAL REPORTS ON ACTIVITY <br /> <br />The 5-minute activity reports are a part of the agenda of each AWRBIAC meeting. <br />These reports cover legislative, planning, construction, operation, and other <br />subjects in the area of water and related and resources. The 5-minute activity <br />reports are informative and generate meaningful discussions. These reports are <br />appended to the minutes of the meeting. <br /> <br />RESOLUTIONS <br /> <br />In appreciation for services to the Arkansas-White-Red Basins Inter-Agency <br />Committee, resolutions were adopted for the fol1owng: Douglas Edwards, John <br />Raybourn, Ginia Wickersham, Glen Auds1sey, Bernize Nye, Duane Helton, James C. <br />Donovan, and John F. Love for excellence and outstanding service in AWRBLAC <br />during fiscal year 1980. <br /> <br />6 <br />
