<br />14 <br /> <br /> <br />001232 <br /> <br />afforded to all water rights on the stream system. <br /> <br /> <br />If it were possible to obtain agreement among the water users of <br /> <br /> <br />the valley to permit the impoundment of winter irrigation water, it is <br /> <br /> <br />suggested that major upstream reservoirs be filled in order of higher <br /> <br /> <br />to lower geograph i c 1 ocat i on, rather than pr i or i ty. I mpounded water <br /> <br />would then be available to supply irrigation water requirements from <br /> <br /> <br />the most convenient sources, irrespective of reservoir ownership. If <br /> <br /> <br />agreement from the Compact Commission and the Corps of Engineers <br /> <br />could be obtained, John Martin Reservoir could be more beneficially <br /> <br /> <br />used to impound water now stored in the inefficient Great Plains <br /> <br /> <br />Reservoirs. <br /> <br />Water impounded in reservoirs downstream from Pueblo Reservoir <br /> <br /> <br />could be exchanged for water impounded by the Frying Pan-Arkansas <br /> <br /> <br />Project. Project regulations provide that water sold by the Project <br /> <br /> <br />Reservoir is to be delivered at the outlet works of Pueblo Reservoir <br /> <br /> <br />with transportation losses absorbed by the purchaser. These losses <br /> <br /> <br />could be materially reduced if water were available for exchange in an <br /> <br /> <br />integrated system. <br /> <br /> <br />It may be possible for an upstream junior appropriator to provide <br /> <br />facilities for a downstream senior to obtain water from the alluvial <br /> <br /> <br />aquifer obviating demands on the upstream junior. The cost of providing <br /> <br />such alternate diversion facilities could be borne by the benefactors, <br /> <br />a management district, the state, or a combination of these. <br /> <br /> <br />Economics will be of the utmost importance in the conjunctive use <br /> <br /> <br />and reregulation of the basin water resource. The consolidation of <br /> <br /> <br />existing wells, construction of new wells, storage of winter and excessive <br /> <br /> <br />diversions and payment for.such regulation, together with other related <br /> <br /> <br />charges such as administration and supervision, will be required. The <br /> <br /> <br />cost of basin management and the charges to the water users for an <br /> <br /> <br />enhanced water supply must be within the repayment ability of the water <br /> <br />users. It is essential that detailed economic studies,which are outside <br /> <br /> <br />the scope of this report,be made prior to the implementation of any over- <br /> <br /> <br />all basin management plan of development. A possible method of fjnancing <br /> <br />the management woul d be the use of the "Cash Regi ster PI an." Another <br /> <br /> <br />source of income could be an ad valorem tax. <br />
