A paper entitled "Detailed Procedures for Evaluation of Recreation,
Fish and Wildlife Benofi+.s"setting forth evaluation procedures .for
recreation and fish and wildlife was presented by the Work Group on
Benefits and Costs to the AWRBlAC at the informal session in Tulsa, Okla-
hOllla, On February 26, 1952;The e-valuation procedures set forth in the

above named report, although providing for a thorough evaluation of
recreation, fish and wildlife benefits, llIake no provision for expressing
these benefits in monetary terms comparable to the monetary expression
of benefits from other project purposes such as irrigation, power and
flood cOntrol. Inasmuch as a monetary expression of bensfits is
generally considered necBssaryfor cost allocation purposes, the question
arisBsas to how cost allocations can be llIade to recreation, fish and
wildlife if the'AWRBlAC adopts the foregoing. evaluation procedures. The
ssctionwhich follows is designed to show by example how the separable
costs-rsllIatning benefits method (Green Book method) of cost allocation
may be used in the allocation of'a portion of the costs of-multiple
purpose projects to recreation, fish and wildlife.
