<br />Response <br /> <br />Under the contractual agreement with the Denver Board of Water <br /> <br /> <br />Commissioners (DWB) , the CaE is responsible as the E1S lead agency for <br /> <br />providing an independent analysis of future water demand for the Denver <br /> <br /> <br />area. As lead agency, the CaE also has the responsibility to verify <br /> <br />the reasonableness of all information used in the EIS. Because DRCOG <br /> <br /> <br />is the leading local authority on demographic and planning issues, the <br /> <br />CaE has consistently sought DRCOG involvement in the Task 2 analysis. <br /> <br />The CaE also recognizes that local utilities may develop their own <br /> <br />water demand projections for planning purposes. However, to be able to <br /> <br />fulfill its independent responsibilities, it is essential that the CaE <br /> <br />be able to evaluate and modify, as necessary. the population, <br /> <br /> <br />socioeconomic, and economic forecasts, regardless of their source. <br /> <br />The purpose of Task 2 is to provide a reasonable estimate of <br /> <br />unconstrained water demand through the year 2035. Task 2 demand <br /> <br /> <br />forecasts are adjusted for ~etering of currently unmetered homes. <br /> <br /> <br />Adjustments to the forecasted demand due to the replacement of plumbing <br /> <br />fixtures and the use in new houses of more water efficient plumbing <br /> <br />will be determined in the Task 4 conservation analysis. In Task 4 of <br /> <br /> <br />the EIS, water that can be sa"ed through conservation is treated as a <br /> <br />water supply source. <br /> <br />The goal of Task 2 is to be as accurate as possible without <br /> <br /> <br />i~posing conservative assumptions at various stages of the process. <br /> <br />When the Denver Water Depart~ent (DWD) and Metropolitan Area Water <br /> <br />Providers submit their permit applications, the Task 2 demand forecasts <br /> <br />will serve as the basis upon which the COE will evaluate the reason- <br /> <br /> <br />ableness of local water demand estimates. <br /> <br />4 <br />
