Very few cities have ever gathered that amount of growth for even one

decade. These projections make Denver the fastest growing city in the

United States for the next 50 years.

The 2.1 fertility rate used in the population projections is

probably not consistent with the increased female labor force partici-

pation rate that is also used. The cumulative effect of fertility rate

on population could reach 5 percent by the year 2035.

Response
The COE found that DRCOG's 1984 projections are sufficiently
different from those used in the original analysis so an evaluation of
their applicability to the water demand forecasting process was
warranted. The 1984 policy forecasts are detailed in Employment and
Poeulation Policy Forecasts for the Denver Region, 1980-2000 (DRCOG,
1985) .

The review of the 1984 DRCOG policy forecasts consisted of the
following tasks:

An analysis of the published forecast documentation;

A review of background data as contained in Comp~~
Alternative Forecast Scenarios (DRCOG, 1984);

Interviews with personnel from DRCOG, the Uni"ersity of Colo-
rado, and the State Demographer's Office; and

A comparison with economic and demographic data previously

prepared as part of the Task 2 evaluation.

12
