Its investigations or surveys may inclure engineer- <br />ing studies and bacteriological, biological and chem1c~ s.nalyses of the <br />e:f't'luent or other matter so discharged or disposed of in said vaters to the <br />extent necessary to detemine the facts a.nd to establish ways and means at <br />el1m1natiog such violations of law, rules or regulations as may be fcUJ:ld to <br />exist. The Director must, within a reasonable t:lme make tentative findings <br />in writing which must set forth the matters investigated and must specify <br />the violations, it any, foUJ:ld to have occurred, and the extent and degree <br />thereat, together with a tentative determination of the person or persons, <br />instrumentalities or agencies responsible, and also the ;nethod of ellJninatiog <br />the source or cause of the violatiOJl. If no violation is found the Director <br />orders the proceedings diSlD1ssed, in which event the petitioners may have B. <br />Judicial review thereat. If one or more violations are found, the tentative <br />finding fixes a time and place for a hearing before the State Board of Health <br />wich must not be less than 30 days after issuance and service of the tenta- <br />tive findings. A copy of the tentative findings must be served by registered <br />mail upon each person, agency or instrumentality all.eged by the petition or <br />determined by said findings to be reBl'onB1ble for the V1vlation and upon at <br />least one of the initiators of the petition; or service may be made in the <br />same lIJ8DIler as is provided by the rules of civil procedure tor perscmal serv- <br />ice of 1)rocess (1955 Cum. Supp., Ch. 66-1-7 (19)). <br />
