<br />> <br /> <br /><=> <br />U1 <br />00 <br />". <br />'." <br /> <br />Water Multipliers <br /> <br />The UCRB Optimization Model provided information which, when combined with <br /> <br />data on sector "ater consumption, allows one to estimate water income multi- <br /> <br />pliers for each sector. These water income multipliers measure the amount of <br /> <br />direct, indirect and induced Basin personal income generated per acre-foot of <br /> <br />water consumed by the sector. <br /> <br />These multipliers are, of course, only <br /> <br />meaningful if water is the only resource limiting expanded output. <br /> <br />A range of such multipliers was estimated for high efficiency application <br /> <br />of ",ater to the form agriculture sectors and moderate efficiency application <br /> <br />of water to five energy sec tors. These estimates are presented in Figs. g-7 <br /> <br />< <br /> <br />and g..8 respectively. In comparing these results, one should note that the <br /> <br />income multiplier of water scale for the energy sector is three orders of <br /> <br />magnitude greater than the scale for the agricultural sectors. <br /> <br />Conclusion <br /> <br />This study projects the economic impacts of synfuels development on the <br /> <br />UCRB. The resul ts show that synfuels development at the levels assumed here <br /> <br />would have a dramatic impact on the size and structure of the UCRB economy in <br /> <br />2000. The magnitude of these impacts vary significantly with the particular <br /> <br />oil shale production technology selected and are most extreme in the <br /> <br />neighborhood of the oil shale resources of the Basin. <br /> <br />The synfuels <br /> <br />developments may potentially cause a shift from export market to local market <br /> <br />orientation in the agricultural and electricity sectors of the Basin. <br /> <br />Finally, the Basin personal income multipliers for water resources are much <br /> <br />"' <br />greater in the energy sectors than in the agricultural sectors. <br />
