The Report in preparation by the Bureau of ReclaQation, United <br />sto.tes Department of Interior, dated November 1944, entitled, "A compre- <br />hensive Report on the ControJ., Improvement and Utilization of the !:ater <br />Resources of the Colorado River Basin in Arizona, California, Colorado, <br />Nevada, i!ew Ue::ico, Utah and !}yoming," has been submitted in tentative <br />and incomplete form to said States for their comaents and su:;gestions. <br />In its revised final form the Report is to be transmitted to Congress <br />for adoption and publioation. <br /> <br />2. The Report on the Colorado River Basin is said to ho.ve been pre- <br />pared in compliance with Sec. 15, 45 Stat. 1057, the Boulder Co.nycn Pro- <br />ject Act adopted December 21, 1928, which authorized and directed the <br />Bureau of Reclamation "to make investigations and public reports of the <br />feasibility of projects for irrigation, generation of electrio power, <br />and other purposes in the states of Arizona, Hevada, Colorado, Hew I:exico, <br />Utah =d !!yoming for the purpose of making such information available to <br />said Stetes and to Congress, and of formulatinG a comprehensive scheme of <br />oontrol and improvement and utilization of the wa+~r of the Colorado <br />River and its tributaries;" and Seo. 2, 54 stat. 7'/4, the Boulder Canyon <br />Froject Adjustment Act adopted July 8, 1940, whioh authorized the "con- <br />tinuation and extension of studies and investigations by the 3ureau of <br />Reclamation for the formulation of a comprehensive plan for the utiliza- <br />tion of waters of the ColoradO River system for irrigation, eleotrical <br />power, and other purposes, in the ste.tes of the Upper Division and the <br />states of the Lower Division, including studies of quantity and quality <br />of water and all other relevant factors." <br /> <br />.! <br /> <br />3. Other reports of the Bureau of Reolamation with which t~ Re- <br />port under consideration will be c cnnpared by Congress inc lude I <br /> <br />(a) Report on llissouri River Basin, dated l.pril 1944, trans- <br />mitted to and adopted by Congress and published as Senate Document 191, <br />78th Congress, 2d Session, - being the first of a series of cor;rprehen- <br />sive or basin-wide reports contemplated by the Bureau of Recl!lJllation, <br />one for each of the dozen or more major stream systems or natural drain- <br />age basins in the Seventeen Western States. <br /> <br />(b) The document entitled, "Inventory of Irrigation and Hulti- <br />pIe Purpose Projects for Construction in the Post liar Period," in the <br />Seventeen \-lestern states, transmitted to Congress by the Bureau of Recla- <br />mation on Jlme 6, 1944, and published as "Part 5 - Recl!lJllation, Irrigation <br />
