A delineation of areas
of high losses, estimates of the amounts of such losses, proposals for
accomplishing watar salvage~ and econOlllic evaluation of potential water
salvage opportunities are presented in this report, together with discus-
sion of pOssible water mAnagement and conservation practices. The actions
required for more detailed investigations are also outlined.

, Public Law 858, 80th Congress

The Middle Rio Grande ProJect Comprehensive Plan was approved in
Section 203 of the Flood Control Act of June 30, 1948 (Public Law 858,
Both Congress, 2nd Session). This Act directed the Bureau of Reclamation,
in conjunction with other interested Federal agencies, to make studies and
determine feasible ways and means of reducing nonbeneficial const1lllption of
water in the flood plain of the Rio Grande and its principal tributaries
above Caballo Reservoir.

Loea! Coo:PeTatioa

The Stete of Colorado, the Conejos Water Conservancy District,
and the San Luis Valley Water Conservancy District are all extremely
interested in water salvage measures. The State of Colorado has contrib-
uted $15,000 and the San Luis Valley Water Conservancy District has con-
tributed $7,703. The Conservancy District has agreed to contribute an
additional $10,000 toward continuation of the work during Calendar Year
1964 .

It is at the suggestion of the Board of Directors of the San
Luis Valley Water Conservancy District that the salvage opportunities and
related water management practices wi thin the District' s service area are
included in 'this report.

t' ~,
',_J ..

..,-a, i.....
...,.' ..% ,J

1
