Dear Mr. Sparks: \ The Bureau of Economic Research and the High Altitude Observa- tory of the University of Colorado and the Engineering Research Division of Colorado State University have the honor to submit herewith a proposal for a research project dealing with "Past and Probable Future Variations in Stream Flow in the Upper Colo- rado River." We believe that the information which we hope to derive from this research project is of vital importance to the future of Colorado and to the Upper Colorado River Storage Project; and that the in- formation derived from the research will be useful in the short- run and long-run operation of Glen Canyon Reservoir. Moreover, the results of this project, if successful, will be of great scientific value. The data on precipitation and related phenomena in the Upper Basin should be valuable to several other branches of the government of Colorado. The findings which we hope to achieve concerning long range weather prediction and the relation of solar activity to the atmospheric wind systems might well represent an extension of scientific knowledge into new areas. Because of the numerous applications of the project, we hope that other agencies eventually will join the Colorado Water Conservation Board in sponsoring and financing the project. We have in mind primarily the Upper Colorado Basin Commission, and the Department of the Interior. We hope that you will give this proposal early and favorable con- sideration.
