I ....: ., .. <br /> <br />Dear Mr. Sparks: <br /> <br />\ <br /> <br />The Bureau of Economic Research and the High Altitude Observa- <br />tory of the University of Colorado and the Engineering Research <br />Division of Colorado State University have the honor to submit <br />herewith a proposal for a research project dealing with "Past <br />and Probable Future Variations in Stream Flow in the Upper Colo- <br />rado River." <br /> <br />We believe that the information which we hope to derive from this <br />research project is of vital importance to the future of Colorado <br />and to the Upper Colorado River Storage Project; and that the in- <br />formation derived from the research will be useful in the short- <br />run and long-run operation of Glen Canyon Reservoir. <br /> <br />Moreover, the results of this project, if successful, will be of <br />great scientific value. The data on precipitation and related <br />phenomena in the Upper Basin should be valuable to several other <br />branches of the government of Colorado. The findings which we <br />hope to achieve concerning long range weather prediction and the <br />relation of solar activity to the atmospheric wind systems might <br />well represent an extension of scientific knowledge into new areas. <br /> <br />Because of the numerous applications of the project, we hope that <br />other agencies eventually will join the Colorado Water Conservation <br />Board in sponsoring and financing the project. We have in mind <br />primarily the Upper Colorado Basin Commission, and the Department <br />of the Interior. <br /> <br />We hope that you will give this proposal early and favorable con- <br />sideration. <br /> <br />Sincerely yours, <br /> <br /> <br />Morris E.
