<br />'. <br /> <br />.' <br /> <br />; ~ . l f ,. 7 <br />u U t It 't <br /> <br />. <br /> <br />-10- <br /> <br />. <br /> <br />GENERAL.CONSIDERATIONS <br /> <br />As ws have indicated in the preceding section, emphasis will be placed <br />on the basic research necessary for understanding the cause of large scale <br />changes in atmospheric oirculation. We cannot prediot the ohanoes of a <br />direct application of the results of this type of a research program to <br />.........- <br />streamflow forecasting. But we are optimistic that important new light oan <br />be shed on the value of long-term weather forecasting in predicting stream- <br />flow. It also seems likely that the usefulness of statistical analyses of <br />precipitation, temperature, and other weather factors will be demonstrated <br />in developing a picture of possible streamflow variations which might be <br />expected. <br /> <br />FACILITIES <br /> <br />All the research facilities at the High Altitude Observatory will be <br />available for use in the proposed research. In addition, we have full aocess <br />to observations and data from Sacramento Peak Observatory and the use of all <br />data souroes of the United States Weather Bureau. We may also use the IGY <br />data aVailable from the files of the Data Center here at the High Altitude <br />Observatory and the Central Radio Propagation Laboratories of the National <br />Bureau of Standards in Boulder. <br /> <br />PERSONNEL <br /> <br />Dr. Walter Orr Roberts, director of the High Altitude Observatory and <br />Mr. Norman J. MaCdonald, will supervise the over-all program. A professional <br />meteorologist will be employed to spend full time on the project. Inmdition, <br />several members of the research staff will be available to participate in <br />related aspects of the research work and to provide scientific direction of <br />the project. <br /> <br />March 1, 1959 <br />
