<br />",' <br /> <br />~ <br /> <br />, <br /> <br />. <br /> <br />/' <br /> <br />003286 <br /> <br />SEP 1 6 1983 <br /> <br />Minutes of the Water and Vegetation <br />Management Subcommitte <br />Pacific Southwest Inter-Agency Committee <br /> <br />The Water and Vegetation Management Subcommittee convened at the Salt Lake <br />City Hilton Hotel, on September 14, 1983, under the chairmanship of Robert <br />L. Erwin. The following persons were present at the subcommittee meeting. <br /> <br />(Note: Barry, please add the names as you have' the attendance sheet) <br /> <br />The subcommittee meeting was an information sharing session. The members <br />hear~ two excel1ent presentations. <br /> <br />1. Bob Roumph, U. S. Army Corps of Engineers, Omaha District, <br />Planning Division, prOVided an update on the Metropolitan Denver Water <br />Supply Systemwide Environmental Impact Statement, that the Corps has <br />undertaken for the City of Denver, A Federal Court order requires an <br />evaluation of the cumulative impacts of Denver's water supply associated <br />with the cities existing and future development. Denver is providing the <br />Corps with funds on a quarterly basis to finance the project. <br /> <br />The EIS will deal with overall cumulative impacts, including issues on <br />endangered species, salinity, water diversions and water needs. The Corps <br />will invite the public to participate in the formulation of alternative <br />plans. They have also setup a coordinating group of interested agencies <br />to facilitate the exchange of project information. The Corps plans to <br />prepare a Draft EIS, a Supplemental Draft and a Final EIS by August 1984. <br />The Final EIS will be programmatic document limited to 300 pages. <br />Specific EIS's will still be required for any proposed water projects. <br /> <br />2. Tim Burton, USDA Forest Service, Hydrologist from the AShley <br />,National Forest in Vernal, Utah, presented a paper on the Effects of <br />Timber Harvest on the Streamflow of a Five Thousand Acre Basin in Uinta <br />Mountains. Utah. <br /> <br />The Forest Service is conducting a paired watershed evaluation study of <br />streamflow changes resulting frem clearcut harvesting within a 5300 acre <br />drainage basin on the Ashley National Forest. <br /> <br />'- <br /> <br />Results of the study help to verify for large watersheds the conclusions <br />of past research on small basins, and to demonstrate that water yield <br />increases from timber harvest can be detected downstream. <br /> <br />The subcommittee meeting was adjourned at 10:00 a.m. <br /> <br />0?~d~ <br /> <br />ROBERT L.
