The <br />Abdnor bill is similar to the one introduced last year, but provision for <br />a WRC-type board has been removed. <br /> <br />The Office of Water policy has spent considerable time reviewing <br />past national assessments, and the way these assessments were received by <br />the public and the water community. The Office of Water Policy is ' <br />presently working with the USGS to produce an annual survey of water <br />conditions. The first of these surveys is scheduled to be completed <br />November 22, and will contain a discussion of key policy issues,. <br /> <br />Other Business <br /> <br />Barry Saunders again raised the issue of effectiveness of standing <br />subcommittees, pointing to apparent lack of interest in preparing annual <br />work plans. He suggested that the Executive Subcommittee encourage the <br />formation of ad hoc subcommittees to address specific issues, and pointed <br />to the Task Committee on Water Augmentation as a good example. <br /> <br />Vern Va1antine proposed formulation of such a subcommittee to look <br />into runoff forecasting on the Colorado River, and hopefully to assist in <br />improving techniques, procedures, and reliability. This proposal <br />engendered much debate; all of the members appeared to favor the idea, <br />but did not want any PSIAC action to cause political repurcussions or <br />imply less-than-adequate performance by the Colorado River Forecasting <br />Service. The final result was a motion: <br /> <br />To instruct the Water and Vegetation Management Technical <br />Subcommittee to advise the Executive Subcommittee at the December <br />meeting on the desirability of establishing an ad hoc committee on <br />Colorado River forecasting. <br /> <br />This motion passed unanimously, and Bob Erwin accepted the charge on <br />behalf of the Water and Vegetation Management Technical Subcommittee. <br /> <br />Also discussed under Other Business was the PSIAC meeting <br />schedule. Frank Dunn said that he has observed that organizations <br />meeting only once a year are rarely effective. He said that if the Corps <br />of Engineers is elected to chair PSIAC and the Executive Subcommittee, he <br />would like to schedule a meeting of the Executive Subcommittee in <br />December at Las Vegas. This, meeting would immediately preceed the <br />Colorado River Water Users meeting. None of the members expressed <br />opposition to this proposal. <br /> <br />Election of Chairman <br /> <br />The Corps of Engineers was elected unanimously as Chair agency for <br />the Executive Subcommittee. <br /> <br />C-3 <br /> <br />j ",.; <br />
