Farmers in both the Uinta Basin and <br /> <br />N <br />U1 <br />OJ <br />l-" <br /> <br />the Price-San Rafael areas are utilizing this program to <br />improve their irrigation efficiencies. <br /> <br />wyoming <br />NPDES Permits - The Wyoming Department of Environmental <br />Quality, Water Quality Division, administers the NPDES <br /> <br />Program. <br /> <br />The Forum "Policy for Implementation of the <br /> <br />colorado River Salinity Standards through the NPDES Permit <br /> <br />program" is utilized to evaluate industrial and municipal <br /> <br />dischargers. There are only two significant industrial <br /> <br />sources of salinity in the Green River Basin. The Pacific <br /> <br />Power and Light Company's Jim Bridger Power Plant permit <br /> <br />allows the discharge of 2.4 tons of salt per day with only <br /> <br />one ton per day reaching the Green River. This discharge <br /> <br />will be eliminated by 1990 when the company places the last <br /> <br />of three sulphur dioxide removal units (wet scrubber-air <br />pollution control equipment) on line. <br />The Utah Power and Light Naughton Plant discharges <br />approximately 20 tons of salt per day to a tributary of the <br />Green River. This permit was issued on the basis that it was <br />not "practicable" to implement the Forum policy of no <br /> <br />discharge of salt from industrial sources. This decision was <br /> <br />based upon a comparison of the costs of removing salt and <br />downstream benefits associated with eliminating the <br /> <br />-34- <br />
