<br />Utah <br /> <br />NPDES Permits - NPDES permits in Utah are still issued <br /> <br />by EPA after public notice and State 401 Water Quality <br />tV <br />CJl., Certification. Three permits were drafted and issued in <br />U1' <br />~ 1986. The permit issued to the Castle Valley special Service <br /> <br />District required monitoring of the intake and discharge TDS. <br /> <br />Although no major industrial activities discharge to the <br /> <br />system, the district will prepare a salinity evaluation as <br /> <br />required by Forum policy. The new permit issued to Genwal <br />Coal company limited surface runoff to 1.0 tons/day, and the <br />permit renewal for the Soldier Creek Coal Company loading <br />facility limited surface runoff to 0.25 tons/day. <br />Water Quality Management Planning - The Five County <br />Water Quality Management Plan update was reviewed and <br /> <br />certified by the State in 1986 and submitted to EPA for <br /> <br />approval. Water quality management plans for the uinta <br />Basin, Southeastern utah, and Wayne County were conditionally <br /> <br />approved in previous years. <br /> <br />Other Activities - The Utah Department of Agriculture <br />strongly supports the salinity control efforts in utah. The <br />Department works with the Utah Soil Conservation Commission <br />(SCC), local soil conservation districts (SCD), and others to <br />define salinity problems in the Colorado River Basin, develop <br />control plans, implement control practices, and support <br />legislation. <br />Through the Soil Conservation Commission, funding is <br />provided to the Uintah Basin Soil Conservation District to <br /> <br />. <br /> <br />-32- <br />
