<br />The State of Colorado and the U.S. Department of <br /> <br />Justice, representing Reclamation, have resolved the water <br /> <br />rv <br />CJ1 <br />C)1 <br />Ul <br /> <br />right issues with respect to the Paradox unit, and a decree <br />for Reclamation's plan of augmentation, including appropriate <br />terms and conditions, has been issued by the water court in <br /> <br />early 1986. <br /> <br />Nevada <br /> <br />NPDES Permits - The State has been delegated author ity <br /> <br /> <br />to issue NPDES permits. The issuance of permit was prepared <br /> <br />for the City of Las vegas, however, its issuance has been <br /> <br />delayed because of several questions raised by the City. A <br /> <br />public hearing was held June 8-11, 1983 to allow argument of <br />the issues. The principal issues raised by the City are the <br />permit limitations on flow and phosphorous and the require- <br />ment for the City to develop and maintain a water quality <br />monitoring program. Scheduling of public hearings has been <br />postponed indefinitely. <br /> <br />!,!ater Quality Management planning - The Clark County <br /> <br /> <br />Department of Comprehensive Planning completed a Section 208 <br /> <br /> <br />plan in February 1980 which covers all of Clark County. It <br /> <br /> <br />has been approved by the State of Nevada and was <br /> <br /> <br />unconditionally approved by EPA on October 19, 1981. <br /> <br />Included in the report is a wastewater disposal plan. On <br />August 20, 1985, the County Commissioners approved an <br />alternative to the plan which involves construction of <br />primary treatment facilities to handle part of the sewage <br /> <br />-28- <br />
