~
~
c"')
C\l

CHAPTER III

BASIS FOR ANALYSES

Upper Colorado River Basin. This share is based on a rate of $2 for each
acre-foot of annual stream depletion caused by a development.

Project Administration

The Yellow Jacket Water ConserVancy District would be the administra-
tive agency for the principal project features. The district would con-
tract with the United States for operation of the principal project
facilities and for repayment of costs for irrigation, industrial, and
municipal water. The district in turn would sell water to municipalities,
water users' organizations, and individuals. It also would levy taxes
against real property within its boundaries to pay its administrative
costs and to aid the irrigators in repayment of their reimbursable
costs.

It is assumed that a State agency such as the Colorado Division of
Parks and Outdoor Recreation or Colorado Division of Wildlife would
operate and maintain project facilities for recreation and fish and
wildlife.

28
