Attached is the final Program Guidance for the FY 2004-2005 Recovery
Program Work Plan (in both WordPerfect and Word formatsi WordPerfect being
the "native" format). The last appendix of this guidance outlines budget
detail requirements. This portion does not print well in Word, so I have
also attached it ~n an Excel file. Also attached are draft budget tables
for FY 2004-2005 (in Excel format). Please use this Guidance in developing
your FY 2004-2005 proposed scopes of work. Complete instructions and due
dates are contained in the introduction of the guidance. Scopes of work
for new, ongoing, and ongoing-revised projects 2004-2005 projects are DUE
MAY 16, 2003 (except Program management scopes of work, which are due July
1) ,

This is the only version of the Final Program Guidarlce that will be Issued
for 2004-2005. We have again elected not to print and distribute hard
copies (other than copies of this message and attachments to those on the
distribution list WllO are not subscribed to the Ilstserver) .
