.

.

.,

However, the Assessment is focusing upon several problems -- those water
and related land resource problems which are in critical need of
resolution considering economic, social and environmental effects infor-
mation. In the Specific Problem Analysis the Regional Sponsor determines
which problems are considered to be in critical need of resolution (severe)
based upon the assumptions supporting the Regional Preference Future and
the economic, environmental and social effects on the Problem Area and Region.

Problem Area -- A Problem Area is the geographic extent of a problem.

Problem Effects -- Problem Effects are defined to be measurements of the
amount of direct activity that is precluded or severely impaired in the
region relative to the assumption supporting either the Central Case, the
Modified Central Case, or the Regional Preference Future. The effects
information will be developed on a geographic basis consistent with selected
analytical areas. In the Nationwide Analysis, effects information was
developed on an ASA wide basis. In the Specific Problem Analysis it is
neveloped for analytical areas approximating both Problem Areas and Level B
study areas.

Figure 5 lists the types of effects information which will be developed in
the Specific Problem Analysis.

Problem Issues -- These are the categories of water and related land problems,
which along with Functional Uses, will be used to characterize a problem. They
are identified in Figure 3.

Regional Preference Future -- A profile or description in both narrative and
quantitative terms reflecting the 1985 and 2000 objectives and desires (a
practical future condition all things considered) for the re9ion as defined
by the Regional Sponsor.

\,341\

-39-

.., =-1
