In the Specific Problem Analysis the Regional Sponsor determines <br />which problems are considered to be in critical need of resolution (severe) <br />based upon the assumptions supporting the Regional Preference Future and <br />the economic, environmental and social effects on the Problem Area and Region. <br /> <br />Problem Area -- A Problem Area is the geographic extent of a problem. <br /> <br />Problem Effects -- Problem Effects are defined to be measurements of the <br />amount of direct activity that is precluded or severely impaired in the <br />region relative to the assumption supporting either the Central Case, the <br />Modified Central Case, or the Regional Preference Future. The effects <br />information will be developed on a geographic basis consistent with selected <br />analytical areas. In the Nationwide Analysis, effects information was <br />developed on an ASA wide basis. In the Specific Problem Analysis it is <br />neveloped for analytical areas approximating both Problem Areas and Level B <br />study areas. <br /> <br />Figure 5 lists the types of effects information which will be developed in <br />the Specific Problem Analysis. <br /> <br />Problem Issues -- These are the categories of water and related land problems, <br />which along with Functional Uses, will be used to characterize a problem.
