Committee Organization <br /> <br />The ARCC consists of approximately 35 representatives of various local and state government <br /> <br />agencies and water user groups, There are 10 County Commissioners representing all-counties from <br /> <br />the Continental Divide to the Kansas stateline (one additional county has elected not to participate and <br /> <br />another has delegated its representation). Three city water utilities are represented (an additional city <br /> <br />has delegated its representation to another member). The three water conservancy districts in the Basin <br /> <br />are members, There are representatives from 5 major ditches and 5 ditch or well users groups, Finally, <br /> <br />the Colorado Department of Natural Resources, four of its divisions, and Colorado's representatives to <br /> <br />the Arkansas River Compact Administration are on the Committee. <br /> <br />This is a sizable group, representing a large geographic area and diverse interests, It must <br />address distinct and complex issues in a timely, yet coordinated and flexible manner. Preliminary <br />discussions by the ARCC have led to the decision to divide the Committee into subcommittees that will <br />focus on discrete aspects of Basin water supply issues. Each subcommittee will develop the factual <br />background and identify the legal and institutional parameters of the issues assigned to it. The goal of <br />each subcommittee will be to develop and evaluate creative, practical, feasible options to the aspects <br />of the problem within its mission. These options will be forwarded to the full Committee for further <br />discussion and refinement and the full ARCC will then attempt to combine the various potential options <br />coming from the various subcommittees into an integrated solution. <br /> <br />The subcommitte will be chaired and staffed by State agency employees for purposes of doing <br />the work the subcommittee determines is necessary to complete the tasks assigned to it. Outlines of <br />the subcommittee's work plans are attached. 'An initial duty of each subcommittee will be to review <br />its outline and consider whether the outline meets the requirements of the Executive Order and the <br />expectations of the subcommittee. If changes to the outlines are indicated the subcommittee shall return <br />to the full ARCC for review and approval of the requested revision. In this way the full ARCC will <br />understand and direct the efforts of each subcommittee.
