Private industry <br />would bear project construction costs and, if necessary for project financial <br />integrity, the Federal Government's salinity control program would pay <br />a negotiated share of operation and maintenance costs. The cost of the <br />entire pipeline system is estimated at $2-3 billion (constant 1984 dollars). <br /> <br />The project is now in the plan formulation stage and expressions of interest <br />are being sought from suppliers and users to broaden industry participation <br />in the project. Studies to be done in the preconstruct ion planning stage, <br />through mid-1985, will be used to determine the feasibility of the system. <br />Reclamation is presently working with the Bureau of Land Management for <br />preparation of an EIS. <br /> <br />, The intent of AQUATRAIN is to meet the objectives of government and private <br />industry by: <br /> <br />* Saving U.S. taxpayers hundreds of millions of dollars in salinity <br />control monies <br />* Converting a polluting substance into a resource <br />* Stimulating the western U.S. coal industry <br />* Helping stabilize electric rates by providing competition in coal <br />transport <br />* Contributing to reduction of America's dependence on imported energy <br />* Providing jobs, not only during construction, but throughout its <br />lifespan <br />* Helping maintain international relations by protecting the integrity <br />of agreements with Mexico <br />* Enhancing the balance of trade by making U.S. coal competitive in <br />international markets <br /> <br />'4!~ <br /> <br />';'':1; <br />-:.. <br /> <br />.:!L <br /> <br />2 <br />
