<br />. <br /> <br />. <br />Reclamation <br /> <br />that the Gallup- <br /> <br />We are advised by the Bureau of <br /> <br />Navajo Project is supported by the City of Gallup and the Navajo Tribe. <br /> <br />By letter dated March 30, 1976, the Interstate Staream Com- <br /> <br />mission recommended to the Secretary of the Interior that he reserve <br /> <br />26,000 acre-feet of the water to which the United States is ent~tled <br /> <br />under State law for such reasonable period of time as is necessary to <br /> <br />determine the feasibility of works to apply up to that amount of water <br /> <br />"to beneficial use on the Jicarilla Apache Reservation. <br /> <br />The Bureau of Reclamation, under a memorandum of agreement <br /> <br />with,the,~ureau of Indian Affairs, has completed a study of potential <br /> <br />uses on the reservation which indicates it is feasible to develop <br /> <br />- <br />only 3000 acre-feet of depleti~n annually on the reservation. It is <br /> <br /> <br />our understanding that the Bureau of Indian Affairs and the Tribe are <br /> <br />continuing to study water ?evelopment on the reservation. In their <br /> <br />recent submittals, the Bureau of Reclamation has tabulated the <br /> <br />Jicarilla depletion at 3000 acre-feet per annum and it may be assumed <br /> <br />that the Secretary is no longer reserving the balance pursuant to <br /> <br />the ISC recommendation. <br /> <br />The office has received the following requests for water <br /> <br />in addition to the depletions listed in Table 1: <br /> <br />Consolidation Coal Co. 15,000 AF annually <br />Arch Minerals 30,000 AF annually <br />Public Service Co. of N.M. 60,000 AF annually <br />Total 105,000 AF annually <br /> <br />Assuming that the depletions listed in Table I under the USBR column <br />will be realized, only 7000 acre-feet would be available within New <br /> <br />Mexico's determination of its share of Upper Basin water for these <br /> <br />"other" requests. The Commission could elect to support contracts <br /> <br />for the above requests in lieu of those Navajo Reservoir contracts <br /> <br />listed in Tables I and II. <br /> <br />- 7 - <br />
