A rive~nd reservoir operation ~dy (Water Supplies <br /> <br /> <br />~f the Colorado River, prepared by Tipton and Kalmbach, Inc., <br /> <br /> <br />July 1965) which encompasses the critical period of streamflow <br /> <br /> <br />record on the Colorado River indicates that the average virgin <br /> <br /> <br />flow of the Colorado River at Lee Ferry is about 14 maf. The study <br /> <br /> <br />also shows that with operation of the Colorado River Storage Project <br /> <br /> <br />reservoirs during the critical, 35-year water-supply period (1930- <br /> <br /> <br />1964), the Upper Basin could deplete the flow of the river at Lee <br /> <br /> <br />Ferry by 6.3 maf annually while delivering 7.5 maf annually to the <br /> <br /> <br />Lower, Basin. On the basis.of this study, the Interstate Stream <br /> <br /> <br />- Commission staff estimates that, under the terms of the compacts, <br /> <br /> <br />New Mexic6 may deplete the flow of the San Juan River system at sites <br /> <br /> <br />of use by 727,000 acre-feet annually. The figure 727,000 may be com- <br /> <br /> <br />puted as follows: (6,300,000 - 50,000) x .1125 + 24,000 = 727,000. <br /> <br />The figure 24,000 acre-feet is an estimate of New Mexico's share of <br /> <br /> <br />the reduction in natural losses between the sites of use and Lee <br /> <br /> <br />Ferry, resulting from Upper Basin uses, which is referred to as <br /> <br /> <br />"salvage by use." Beneficial consumptive use under the Compact is <br /> <br /> <br />measured as depletion at Lee Ferry and the Upper Basin states con- <br /> <br /> <br />sumption at sites of use may exceed the depletion of the flow at <br /> <br /> <br />Lee Ferry by the amount of the "salvage by use." <br /> <br /> <br />The Department of the Interior's determination of the water <br /> <br /> <br />supply available to the Upper Basin used the same water supply period <br /> <br /> <br />and the same reservoir capacity as used in New Mexico's estimate, but <br /> <br /> <br />used a delivery at Lee Ferry to the Lower Basin of 8.25 maf annually. <br /> <br /> <br />This sutdy results in the Upper Basin being able to deplete the flow <br /> <br /> <br />of the river at Lee Ferry by 5.8 maf annually. New Mexico's share of <br /> <br /> <br />5.8 maf is 669,000 acre-feet annual depletion at sites of use includ- <br /> <br /> <br />ing 22,000 acre-feet of salvage by use [(5,800,000 - 50,000) x .1125 <br /> <br /> <br />+ 22,000 = 669,000]. <br /> <br />- 4 - <br />
