<br />, . <br /> <br />cons~rvative wate~suPPlY projection the u~ <br /> <br />Basin will not be <br /> <br />~equired to deliver water at Lee Ferry for the Mexican Treaty <br /> <br />obligation.* <br /> <br />Colorado River Compacts <br /> <br />Article III(a} of the Colorado River Compact apportioned <br /> <br />from the Colorado River system in perpetuity to the Upper Basin <br /> <br />and to the Lower Basin, respectively, the exclusive beneficial <br /> <br />consumptive use of 7.5 million acre-feet (maf) annually. Article <br /> <br />III(b) gives the Lower Basin, in addition to the 7.5 maf apportion- <br /> <br />ment, the right to increase its beneficial consumptive use of waters <br /> <br />of the Colorado River system by 1 maf per annum. <br /> <br />Article III(d} of the Colorado River Compact provides <br /> <br />that the states of the Upper Division (Colorado, New Mexico, Utah <br /> <br />and Wyoming) will not cause the flow of the river at Lee Ferry <br /> <br />to be depleted below an aggregate of 75 maf for any period of ten <br /> <br />consecutive years. <br /> <br />Article III(c} of the Colorado River Compact provides <br /> <br />that if the United States should recognize in Mexico any right to <br /> <br />the use of the Colorado River system, the waters would be supplied <br /> <br />from waters over and above the aggregate of the quantities appor- <br /> <br />tioned to the Upper Basin and to the Lower Basin by Article III (a) <br /> <br />and (b). Article rII(c} further provides that if this surplus <br /> <br />proves insufficient, the burden of the deficiency will be equally <br /> <br />borne by the Upper Basin and the Lower Basin and the States of the <br /> <br />Upper Division will deliver at Lee Ferry water to supply one-half <br /> <br />of the deficiency in addition to the amount required to be delivered <br /> <br />under Article III(d} (75 maf in any period of 10 consecutive years). <br /> <br />*See Secretary's January 13, 1975 statement to Energy and Water <br />Resources Subcommittee, U.
