NATIONAL COLORADO RIVER SALINITY CONTROL PROGRAM <br />h"4, HANDBOOK ' <br />~ <br />t\,! <br />'*'"' <br />Subpart A - General Background and provisions <br /> <br />~600.00 GENERAL <br /> <br />The Secretary of Agriculture has established a voluntary, <br />cooperative salinity control program with land users to Improve <br />water management and reduce watershed erosion causing a <br />salinity problem. The purpose of Part 600 is to present the <br />overall NRCS operating procedures to be used m implementing <br />the Department's Colorado River Salinity Control Program <br />(CRSCP). <br /> <br />~600.01 AUTHORITY <br /> <br />The Colorado River Salinity Control Program (CRSCP) is <br />authorized by Public Law 93-320, Colorado River Basin Salinity <br />Control Act, as amended by PL 98-569. Section 202(c) ofPL <br />93-320 as amended (43 U.S.c. 1592), 7CFR 633 authorizes the <br />Secretary of Agriculture to: <br /> <br />- Identify salt source areas and develop project plans for <br />salinity control; <br /> <br />- Provide financial and technical assistance to land users to <br />plan, install, and maintain needed conservation practices, <br />mcluding replacement of incidental fish and wildlife values <br />foregone; <br /> <br />- Conduct research, demonstration, and education activities; <br /> <br />and <br /> <br />- Monitor and evaluate program effectiveness. <br /> <br />This handbook provides procedures and uniform methods for <br />State and Field Offices administering the CRSC Program. <br /> <br />For clarification on the intent and meaning of different tenninology <br />used within this part see the definitions beginning on page 600-8. <br /> <br />(INTERIM) <br /> <br />(300-VI-NCRSCPH, JUNE 1995) <br /> <br />600-1 <br />
