The process of securing these MOA's
will take the next two to six months.

While we are working on the MOA's, we will continue to pursue the enactment of federal
legislation. It is hoped that our legislation will be adopted this year.

We are pursuing an administrative decision from Reclamation regarding authority for re-
operations contracts.

Water users in the Arkansas Valley will begin a feasibility study of the Arkansas Valley Conduit.
Enterprise staff will work with Valley entities on this study project.

The "Preliminary PSOP Implementation Schedule" on page 24 of this Report is subject to
change, but it provides a general timeline for the implementation of the elements of the PSOP.

Preliminary PSOP Implementation Schedule

Project Start Date Progress to Completion
Elements Date Date
Re-operations Administrative January '01 Letter of Response
Authority investigation wi request sent to expected by
Reclamation Reclamation 2- June '01
9-01
Project-Specific Introduction Draft Passage
Legislation March '01 Legislation December '01
under review wi
Reclamation
Arkansas (this study IS April '01 Scope of work June '02
Valley Conduit sponsored by is being defined
Feasibility water users In
Study the Arkansas V.
Enlargement Project-Specific Introduction (same as above) Passage
Feasibility Legislation March '0 I December '01
Studies
Defme Scope of February '02 April '02
Work for
Studies
Feasibility May '02 November '03
Studies

23
