<br />00 <br />C'\l <br />c: <br />~ <br />c. <br />c <br /> <br />The Board's Chief Engineer has been working with representatives of the Departments of <br />Water Resources and Fish and Game in developing a state policy on the Lower Colorado River <br />Management Program and associated environmental factors, After intensive work, a report <br />containing a recommended policy and course of action was completed and submitted to <br />Secretary Livermore in November 1969. The report is presently being reviewed by Arizona, <br />Nevada, and local agencies before being submitted to you for final adoption. <br />In 1969 the Colorado River Board assisted the California Attorney General and the Colorado <br />River water contractors in defining many of the issues involved in establishing "present <br />perfected rights." These are the pre-I929 water rights the Supreme Court in its 1964 decision <br />directed the parties in Arizona, Nevada, and California to attempt to agree upon. To date, <br />progress has been slow. <br />The Colorado River Board represents the State of California in the Federal-State Type I <br />Comprehensive Framework Planning Studies of the Lower Colorado Region, scheduled to be <br />completed in 1971. These studies are an important first stage in any program to augment the <br />water supply of the Colorado River. <br />The high levels of salinity of the Lower Colorado River result in significant costs to the <br />farmers as well as municipal and industrial users of Colorado River water in California. Unless <br />salinity control measures are undertaken, conditions will worsen in the future. In 1969 the <br />Board commenced studies and preparation of a report on ways to alleviate damaging salinity <br />conditions to serve as a basis for State policy in this area.
