The pro- <br />ject would use 8,500 acre-feet per year from <br />Lake Havasu after the initial filling of project <br />facilities that would require about 47,500 <br />acre-feet of water. <br />The application did not contain sufficient <br />data to determine pumping and generation <br />schedules and amounts or the effect on water <br />surface fluctuations in Lake Havasu. There <br />are also other unanswered questions such as <br />water rights, project effect on lake tempera- <br />tures, and fish and wildlife effects. <br />The Metropolitan Water Distict of South- <br /> <br />38 <br /> <br />ern California filed a Petition to Intervene in <br />this proceeding on November 18, 1969, on <br />the ground that its contracts with the United <br />States relating to Parker Dam, Parker Power- <br />plant, and Havasu Lake constitute an interest <br />which may be directly affected by the <br />Project. <br />On November 26, 1969, Arizona Power <br />Authority filed an Answer to Metropolitan's <br />Petition to Intervene and requested that it be <br />denied on the ground that intervention at <br />this time would be premature because the <br />application is for a permit to study and inves- <br />tigate the feasibility of such a Project. <br />Action on Metropolitan's petition was <br />pending at the close of 1969. <br />
