ther recommended that the amount and rate
. of return flow to the river be determined in
defining consumptive use quantities, and
proposed that adequate time be given for
water users to consider proposed determina-
tions for reductions in the amount of water
to be delivered. In a letter dated September
8, 1969, the Attorney General notified the
Regional Director of the Bureau of Reclama-
tion of California's recommendations.
Deliveries to Mexico. The Bureau of
Reclamation maintains a control schedule
which includes scheduled deliveries to Mex-
ico plus releases from storage for sluicing,
river regulation, and other purposes.
Scheduled deliveries, control schedule
amounts, and excess deliveries to Mexico for
recent years are shown in Table 4.
Plate 9 shows deliveries to Mexico by years
from 1951 through 1969, and Plate 10 shows
deliveries by days for water year 1968--69.
Acre.fool calendar year obligation under the Mexican Water Treaty.

Extremely tight river control in recent
years can be seen by comparison of total ex-
cess deliveries to Mexico over the control
schedule, as shown in Table 4.
