The major portion of <br />depletions in the Upper Basin are not mea- <br />sured. Measurements are made only of trans- <br />mountain diversions, which are about 15 per- <br />cent of the total depletions. The Bureau of <br />Reclamation computes irrigation depletions <br />by applying a unit rate to an estimated acre- <br />age. The unit rate is derived for each year by <br />applying to the estimated long-time average <br />a factor varying with annual runoff, indicat- <br />ing uses greater than average in years of high <br />runoff and less than average in years of low <br />runoff. Preliminary total depletions includ- <br />ing trans mountain diversions and estimated <br />evaporation from reservoirs in 1968-69 at <br />Lee Ferry were estimated by the Bureau to <br />be 2,928,000 acre-feet, an 8,000 acre-feet in- <br />crease from the estimated 1967-68 deple- <br />tions. <br /> <br />26 <br /> <br />On January 17, 1969, a contract was en- <br />tered into between the United States and the <br />Salt River Project Agricultural Improve- <br />ment and Power District for diversion of a <br />maximum of 40,000 acre-feet per year of <br />Colorado River water from Lake Powell. The <br />water is to be used for thermal generation of <br />electric energy and associated purposes <br />(Navajo Power Project). A maximum con- <br />sumptive use of 34,100 acre-feet per year is <br />allowed and a charge of $7 per acre-foot per <br />year of scheduled deliveries will be made. <br />Another water delivery contract regarding <br />development of the proposed Kaiparowits <br />thermal generating plant in southern Utah <br />near Lake Powell was signed by the Secre- <br />tary of the Interior on October 2, 1969.
