<br />9 <br /> <br />c::> <br />") <br />N <br />~ <br />~ <br />..... <br /> <br />Although several articles of the Compact are still under dispute <br /> <br />it forms the basis for what is known as the "Law of the River". <br /> <br />The Boulder Canyon Project Act of 1928 <br /> <br />The Boulder Canyon Project Act (BCPA), among other provisions, <br /> <br />authorized the construction of Hoover Dam and recommended an apportion- <br /> <br />ment of the Lower Basin's 7.5 MAF/yr between Arizona, California, and <br /> <br />Nevada. The proposed division may be summarized as follows: Arizona <br /> <br />is to receive 2.8 MAF/yr <br />(5.4 km3/yr), and Nevada <br /> <br />(3.4 km3/yr), California 4.4 MAF/yr <br />3 <br />0.3 MAF/yr (0.4 km /yr); any surplus <br /> <br />of water <br /> <br />may be shared equally by Arizona and California; and should any deficit <br /> <br />exist with regard to our obligation to Mexico, Arizona and California <br /> <br />would each contribute one-half the Lower Basin's share of the de- <br /> <br />ficiency (U.S.C., 1928). <br /> <br />The 1944 Treaty with Mexico <br /> <br /> <br />This treaty insures an annual delivery of 1.5 MAF (1.8 km3) to <br /> <br /> <br />Mexico, and 1.7 MAF (2.0 km3) in years of surplus. The quality of <br /> <br />Colorado River water entering Mexico is not mentioned in the 1944 <br /> <br />treaty. <br /> <br />
