<br /> <br />) <br />~ <br />~ <br />,:.') <br />C".) <br />OJ <br /> <br />CHAPTER 1 <br /> <br />INTRODUCTION <br /> <br />1.1 Project Objectives <br /> <br />The purpose of this research is to develop a systematic method of <br /> <br />examining the effect of management operations and resource development <br /> <br />on the water supply and water quality within a given river basin. The <br /> <br />work is applied to the Colorado River Basin and possible management <br /> <br />strategies which provide efficient use of the water resource while <br /> <br />reducing the magnitude of water quality problems are examined. <br /> <br />Existing and anticipated future patterns of water use are incor- <br /> <br />porated in the study. However, some legal or institutional constraints <br /> <br />on the operation of the river system are relaxed in the formation of <br /> <br />certain management alternatives. The comparison between these alter- <br /> <br />nate management policies and those defined by current institutional <br /> <br />constraints is an objective of this study. <br /> <br />To accomplish these objectives, a computer simulation model of a <br /> <br />large portion of the basin was developed. The model simulates the <br /> <br />flows of water and total dissolved solids through the river system, <br /> <br />including the major regulatory reservoirs. Reservoir modeling includes <br /> <br />evaporation, mixing, and hydropower generation. <br /> <br />The model is used to study the relationships between the hydro- <br /> <br />logic, water quality, and institutional variables of the river system. <br /> <br />In particular, the maximum storage required to meet basin water demands <br />
