~
Il:o.
~
C.0

Testimony of Colorado Water Conservation Board to
Subcommiuce 011 Water and Power
July 22, 1999. Page 2

Over the last three years Reclamation has accepted proposals that will obligate ihe entire 75
million dollars originally authorized in 1995. Combined with cost-sharing from ba5in state funds
and local participants the total value of these projects greatly exceeds 110 million dollar5.
Continuing studie5 conducted by the Colorado River Basin Salinity Control Program indicate a need
to provide 750,000 tons of additional salinity control over the next 15 years. The "Basinwide
Program" is \Veil accepted and now is the time to raise the authorizaiion ceiling as proposed in S.
121] to continue this efficient and cost, effective program. Addiiional funding needs to be
authorized I10W, prolonged delays in funding would be detrimental to the long term objectives of the
program.

We greatly appreciate the attention and assistance Congress has provided the Colorado River
Basin Salinity Control Program over the years, and sincerely hope that the Watcr and Power
Subcommittee will act favorably on Senator Bennett's bill.

Sincerely,

/s/

Peter H. Evans, Director
Colorado Watcr Conservation Board

cc: Senator Robert Bennett
Senator Ben Campbell
Senator Wayne Allard
Gov. Bill Owens
Jack Barnett, Exec.
